Youth training and treatment services at Preston Youth Correctional Facility, will be enhanced through the development of Historic Preston. This will be the case no matter what type of activity occupies the restored landmark. The most constructive uses will improve security and services for the ward population. A cooperative plan was recommended in March 1998. A plan that meets the needs of the active institution for perimeter security was proposed for review by the Youth Authority Director. This plan calls for positioning a redundant fence inside the perimeter north of the Historic Landmark. The current fence is in poor condition, and a redundant fence has been budgeted by the facility for the last two years.

This plan can assure public safety in accessing the historic areas outside the perimeter. Public and private sectors will benefit from the redevelopment of the Castle, which served asPreston School of Industry for 66 years. Knowledge of the unique and increasingly specialized nature of education and treatment services signifies an encouraging future for the modern youth facility.

Renewal of Adjacent Buildings in Historic Preston

The area recognized as the site of Historic Preston incorporates about 40 acres, in addition to the five acres immediately around the Historic Landmark. Those five acres were leased to the City of Ione in 1983. The southwestern corner of Old Preston is on Waterman Road about 50 yards below the Tudor-style Mansion, constructed as the Superintendent's Residence. Built in 1933, the Mansion is also considered of historic significance.

The southern Colonial Mansion and the two-story guest residence are also public historic resources on Palm Drive. The Colonial Mansion was closed in 1991 and will need renewal to serve as additional lodging

Most of the other homes and smaller houses on Veterans Circle south of the Castle, were built for staff housing beginning in 1948. Most of the current brick lodges inside modern Preston were also constructed in the early 1950's. The entire complex of Palm Drive and Veterans Circle, east to the parking areas adjacent to the current visiting hall, is part of a proposed future Historic Park. The northern undeveloped area outside the perimeter and below the Division of Forestry Training Academy, may also be included in future planning for the Historic Park
